What kind of level of photoshop do you need for a communications position. My main responsibilities aren't design but I'm supposed to design brochures.

For Brochures you should be using Adobe InDesign.

Haha! Ok so I didn't realize that. How long does it take you to get to like a proficient level on InDesign?

It just depends on how fast you are. Are you a fast learner? Are you detail oriented? You could take a course or try to go your own path with youtube tutorials

At least basic level. Use of pen tool, layers,selection tools and other basic staff. You will need it if you are a designer, coder, etc. Do you know illustrator?
