Just to clarify: NVQs, or National Vocational Qualifications, have been in the process of being phased out for several years now. Unfortunately the process has not been communicated very effectively, which means that a lot of people still think that they exist when in fact they have mostly been replaced with Awards, Certificates and Diplomas. You will often see them marked with the letters QCF (Qualifications and Credit Framework), which is the name of the national scheme in which they are accredited.

The new scheme was introduced mainly to make it easier to "build up" qualifications by splitting courses into credits. You can read more about it here. When it comes to the content, however, the qualifications are very much the same as they were before.
