Course description

In response to the global call for environmental integrity within maritime, shipping, and offshore industries, this course offers comprehensive training for Port State Control Officers (PSCOs) worldwide. The focus is on compliance with maritime conventions such as Marpol, BWM, Bunker, OPRC, and AFS.

Designed to enhance technical knowledge and practical skills, the course covers the essential aspects of shipboard safety inspections and the methodologies for conducting Port State inspections on foreign vessels. As environmental standards evolve, particularly with Marpol annexes and the implementation of exceptional area discharge standards, there is an increasing need for PSCOs to build their capacity in environmental inspections. This includes staying abreast of the enforcement of BWM D2 measures and recent requirements for bunker quality.

By the end of this course, PSCOs will be equipped with up-to-date knowledge of current and forthcoming environmental regulations, ensuring their readiness to effectively uphold and enforce these crucial standards in their respective ports and terminals.

This course aims to equip participants with a deep understanding of the inspection methods related to environmentally-focused IMO conventions. This includes mastering the standards for IMO certification, verification, and control over discharges and emissions in the maritime sector. Key objectives are:

  • Legal Basis for PSC Inspections: Legal framework for environmental inspections by PSC.
  • Marpol Convention: Discussion on Marpol's key issues and compliance certification.
  • PSCO Compliance Role: Clarifying PSCO's responsibilities in upholding Marpol Annex VI emissions standards.
  • Bunker Convention: Essentials of the Bunker Convention and its evolving requirements.
  • Port State Policies and AFS Convention: Examination of individual nation's actions and AFS paint type requirements.
  • Implementation Schedules: Outline of convention implementation schedules and their reflection in national laws and PSC MOUs.
